Primary Sectors


While identifying the primarly industrial sectors in the Seyhan River Basin Region (Kayseri, Niğde, Adana), which is a sub-project of the eco-efficiency progamme itself, the following were considered:

  • The main goal of the project (The development of the capacity to manage the risks of climate change)
  • The set goal of the industrial sector (The development of the capacity of industy for climate change)
  • The goals of the sub-project of teh eco-efficiency programe (the adoption of eco-efficiency approaches, the preparation and planning for a national eco-efficiency centre)

Having been taken into consideration, the foloowing primary criteria were determined:

  • The main goal of the project (for the management of the risks of climate change)
  • The contributions of the sector to the regional economy
  • The contributions of the sectors to the national economy
  • The degree to which the sector is affected by climate change (the intensity of water and energy use)

(Here factors such as, the decrease in the amount of water and teh subsequent increase in the cost of water-sue due to climate changei the constraints on energy use due to the politics involving climate change and the increase in cost of energy consumption, were taken into consideration)

The sector priorities that were determined from the frame work of elemantary criteria above as part of total ” eco-efficiency approach”

  • The consumption of raw and chemical materials
  • The poliition load (waste, wastewater, effects of emissions)

Were found to be suitable following an evaluation of the recently mentioned criteria.

With the methodology defined above and with pilot applications to be carried out in the determined primary industrial sectors;

  • By lessening the consumption of water and/or energy the vulnerability against climate change is lessened.


  • With less consumption of energy greenhouse gas emissions and the effects of climate change are decreased.
  • Competitive power is protected with the lowering of raw-material consumption and waste-disposal costs.
  • By decreasing the pollution load, rewards can be attained.

Corcordantly, the Seyhan River Basin’s primary industrial sectors were determined to be: “” Food and Beverages”, “Textile and Leather”, “Chemical Materials and Products” and “Metal Plating and Machinery Part Manufacture”.
